Before this, online betting and iGaming were largely unregulated in Equatorial Guinea despite being accessible. Its existing laws only concerned land-based operations, while those online were left to their own devices.
Previous legislation laid out the groundwork for Equatorial Guinea's Minister of Tourism and Tourism Infrastructure Antonio-Pedro Oliveira Borupu, to formally award the first master license for iGaming. This includes Law No.2/1995, which regulates land-based gambling, and Law No.10/2017, which implemented tax reforms and allowed for regulation.
"The launch of online gaming, online betting, and online casinos in Equatorial Guinea is one of the most significant measures taken by gaming regulators in the country's history, and Mascott Capital Partners' digital platform will assist in submitting online gaming licence applications. This initiative represents a significant step forward in promoting Equatorial Guinea as a recognised jurisdiction for remote online gaming, online gambling and online casino businesses," said Borupu. "It is also a significant step in diversifying Equatorial Guinea's economy, attracting international investment to the digital space and strengthening consumer confidence in the remote online gaming services provided under Equatorial Guinea's jurisdiction, making Equatorial Guinea an international destination of choice for iGaming."
Based on his statement, tourism is one of the main goals of the launch. Of course, player safety is also one of those goals.
The Cyprus-based licensing and iGaming management company Mascott Capital Partners is responsible for issuing sub-licenses and enforcing the standards to protect players. Interested operators who want to bring their activities to Equatorial Guinea will need to comply with the requirements, including:
- Age verification
- Anti-money laundering measures
- Clear rules on advertising
- Player protection and responsible gaming measures
