Goodbye, Lethality Varus.

The League of Legends patch 14.13 preview is out, giving us an early look at the update. This includes the mini-rework to Varus' passive and nerfs to champions that are too dominant.

League of Legends patch 14.13 preview

League of Legends lead gameplay designer Matthew "Riot Phroxzon" Leung-Harrison shared the League of Legends patch 14.13 preview on X. Note that the changes outlined in this LoL patch 14.13 preview are not the final changes that will be shipped when it goes live on June 26, 2024.

This change is intended to discourage people from building Lethality while empowering his on-hit builds.

Base AD reduced 60 >>> 57

Attack Speed per level reduced 4% >>> 3.5%

[P] Living Vengeance changes:

  • Bonus Attack Speed reduced 10/15/20% (based on levels 1/7/13) (+20% bonus Attack Speed) (increased to 40% (+40% bonus Attack Speed) on champion takedown) >>> 10% flat (increased to 40% flat on champion takedown)
  • Attack Speed gained from passive will ignore Attack Speed cap
  • Now grants (+10% bonus Attack Speed) AD and AP, increased to (+15% bonus Attack Speed) AD and AP on champion takedown

[W] Blighted Quiver adjustments:

  • [W-P] On-hit base damage increased 7/13/19/25/31 >>> 7/14/21/28/35
  • [W-Blight] Basic ability cooldown refund per stack of Blight increased 12% >>> 13%
  • [W-Q] Target's missing HP damage changed 6/8/10/12/14% (based on levels 1/4/7/10/13) >>> 6/8/10/12/14% (based on spell rank)

[W-Q] Cast lockout increased 0.25 >>> 0.85 seconds

Gangplank

Gangplank's E crit chance scaling doesn't make sense with the new items and is getting removed. Some power is being put into Gangplank because of the item changes, namely the detachment of Spellblade from Essence Reaver.

  • [E] Powder Keg slow adjusted 30/37.5/45/52.5/60% (+25% Critical Strike Chance) >>> 40/50/60/70/80% (+0% Critical Strike Chance)

Graves

Graves is getting some tankiness back after previous nerfs.

  • [E-True Grit] Quickdraw Armor per True Grit increased 2/5/8/11/14 >>> 4/7/10/13/16

Lee Sin

Lee Sin gets defensive power in the early game.

  • HP per level increased 105 >>> 108
  • [W1] Safeguard base shield increased 50/100/150/200/250 >>> 70/115/160/205/250

Lissandra

Lissandra buffs to catch her up with her other fellow mages.

  • [Q] Ice Shard AP ratio increased 80% >>> 85%
  • [W] Ring of Frost cooldown reduced 12/11/10/9/8 >>> 10/9.5/9/8.5/8 seconds

Miss Fortune

Miss Fortune is getting buffed since her "power level" is low, according to developers. "We think we tapped her a bit too hard when she was Pro dominant," said Riot Phroxzon on the League of Legends patch 14.13 preview post.

  • Base AD increased 52 >>> 55
  • [W-P] Strut buffs:
    • Initial bonus Move Speed increased 25 flat after 5 seconds out-of-combat >>> 30/35/40/45/50 after 4 seconds out-of-combat
    • Bonus Move Speed increased to 55/65/75/85/95 after an additional 5 seconds out-of-combat (or use of [W] Active) >>> 60/70/80/90/100 after an additional 3 seconds out of combat (or use of [W] Active)

Orianna

A trial buff to make her passive more powerful. Riot Phroxzon says that if this affects her early wave control in Pro Play too much, this may be reverted.

  • Base AD increased 40 >>> 44

Pantheon

This is labeled as a quality of life change, but is technically a buff.

  • [W] Shield Vault minimum damage against minions and monsters increased 50 >>> 60

Xayah

Straight up buffs to her E for better waveclear and trading.

  • [E] Bladecaller buffS:
    • Base damage increased 50/60/70/80/90 >>> 55/65/75/85/95
    • Cooldown reduced 13/12/11/10/9 >>> 12/11/10/9/8 seconds

Champion Nerfs

Champions who use Fated Ashes and its resulting Legendary items are being nerfed. Brand, Karthus, and Taliyah are the main victims.

She has too much control over minion waves with the W execute.

Taking away some power from his powerful trades in top lane.

Reduces Zac's survivability and detaches the passive's scaling from R rank.

Dark Harvest

Dark Harvest is getting buffed to lean more into the "stacking" fantasy. Laning champions can now choose it more comfortably with the lower cooldown.

  • Damage adjusted 20-80 (based on levels 1-18, linear) (+5 per Soul) (+10% bAD) (+5% AP) >>> 20 flat (+9 per Soul) (+10% bAD) (+5% AP)
  • Cooldown reduced 45 >>> 40 seconds

Electrocute

More early-game-oriented changes to differentiate it from Dark Harvest.

  • Base damage adjusted 30-220 >>> 50-190 (based on levels 1-18, linear)
  • Cooldown reduced 25-20 >>> 20 flat seconds

Opportunity

Opportunity nerfs to reduce effectiveness in professional play and close the gap between it and other Lethality items.

  • Preparation Lethality reduced 5-10 (based on levels 7-17) >>> (5-10/3-6.3) (melee/ranged) (based on levels 7-17)
  • Extraction decaying bonus Move Speed increased 150 >>> 200
