Riot Phroxzon also provided some more details in his post, noting that Mel's winrate growth has mostly stalled — similar to that of Neeko's release. Therefore, Mel gets no further balance adjustments in the upcoming patch. Below is the breakdown of it.

Update
Details
Mel- After the hotfix, Mel's win rate growth has mostly stalled, similar to Neeko's release.
- No further balance adjustments in this patch.
- The team thinks Mel's abilities are intuitive and can be learned over time by players.
- Mel is currently very popular. She's also easy to play for folks arriving from Arcane.
Support Items- Riot Games is trying to balance support power level and ADC satisfaction.
- Nerfs are targeted at more damaging support items to decrease damage.
- Riot Games is still interested in long-term solutions for increasing ADC and top agency plus satisfaction. These changes are still in progress.
Bounties- Riot Games is further reducing the bounty value for a single player trying to turn the game around while carrying a losing team.
Attack Speed Cap- Small increase to attack speed cap to 3.0
- Balancing systems need to provide high attack speed with realistic caps.
Dragon Souls- Small rebalancing to the Dragon Souls.
- Cloud Dragon is perceived as weak, but it's know to be powerful to skilled players.
- Chemtech Dragon is underpowered across the board.
Domination Tree- Riot Games removed some Adaptive from the Domination tree in 25.S1.1 via Eyeball Collector, so the developers are buffing Domination Keystones to compensate.
- Riot Games is also buffing assassins to adjust their power level.
