The Tow Hook Cannon is an easy weapon to find. It spawns in Chests, on the ground, and in Supply Drones. We entered a Team Rumble match and found it at a named point of interest (POI). Since it's the "Rare" rarity, you should find it without any issue. It occupies one inventory slot like any weapon, so you may have to make room if your inventory is full.
