There are lots of great Pokémon to use to take on Zamazenta in Pokémon GO. This includes the very powerful Mega Rayquaza. In theory, if you have enough Rayquaza's with Dragon Ascent you don't need any other Pokémon to take on this Raid with. Dragon Ascent is such a powerful Flying-type move that nothing is better to fight Zamazenta with.
However, most Trainers probably don't have that many Meteorites. So, other strong choices are Pokémon like Dusk Mane Necrozma and Dawn Wings Necrozma. They were both avaliable during GO Fest Global, so hopefully you have one each of these to use.
For some budget options, consider Pokémon like Salamence, Braviary and Metagross. The Beldum Community Day Classic should have given Trainers access to a good Metagross, ideally with powerful move, Meteor Mash.
