To romance Mercy in Loverwatch, you should pay close attention to Cupid Hanzo's advice throughout the game. Arm yourself with knowledge about her and her work. For example, when you meet her at the comedy club and must tell a joke, select the one about why surgeons don't like to operate on elbows. The crowd at the comedy club won't like it, but this joke would make Mercy laugh.

During your date in Cafe Azur in Monaco, mention Mercy's dissertation and look through the menu. Mercy enjoys bircher muesli, which is a Swiss dish. Mercy herself is Swiss. Choose that one to impress her. Did you know that bircher muesli is also mentioned in the official Overwatch cookbook?

Mercy is also really passionate about her aforementioned dissertation, so listen to her talk about it at length. You can also have a conversation about hobbies to learn that she enjoys volunteering at clinics around the world and collecting crystals. Finally, select the "Follow Mercy" option to go to a rooftop terrace. This has a beautiful view of Cairo. You can then either accept her love or friendship to complete the route.
